Focus on schools and high-schools

Most big companies and other initiatives focus on universities - but at university level, most students don’t live where they grew up. At this point in their lives, there is generally less focus on the local communities and more interest in moving to USA, Europe, etc. and some students don't even get the chance to attend a university.

Potentially good coders can start earlier than university level.
